"Power to the People", Can't Select Experimental Parameters

I built the cycle, I built a power system to bring power to a terminal I built right next to the cycle, I connected the cycle to the terminal. The terminal IS powered, it just never gets to the 'choose parameters' option. I did not use 'scrapall', whatever the Hell that is. If the answer to fixing this is 'enter some console commands' then I am just going to stop playing this ♥♥♥♥ing questline, scrap everything in Vault 88 and bring it all back to the Red Rocket and let these losers die of supermutant raids. ♥♥♥♥♥♥♥ bugged POS game.

Actually, forget it, settlements are useless and I just scrapped everything and left.

I assume the Ghoul overseer is still alive?

Is the quest still pointing to creating the terminal?

Is the quest pointing to Clem to get him to ride it?

Try powering each item seperately and then running a line between therm (Triangle format).

Oh...and one last thing. Have you interacted with the overseers desk to actually pick the experiment? Decide how the edxperiment is to be set?

Was the terminal a Vault-Tec Population Manager? I heard it only works with that. Regular terminals dont work.
