That feral ghoul NPC is close to the center of the seating area (bleachers). Try using an AOE device such as a mini nuke to kill it.
If you cannot locate the NPC you have to kill, do this:
Type: ~
Then type: kah (meaning "kill all hostiles").
Press Enter
Type ~
That command will kill that and any other hostile NPC in the Lumber mill area.
You should then get a notification to go talk to Small Bertha.
(Exception)
Shortly after that and at the lumber mill, you may encounter a non-hostile NPC that you will have to deal with by deciding what to do. He may or may not become hostile depending on your choice. If you choose to continue helping Far Harbor and Small Bertha, he will become hostile and you'll have to dispose of him. If you side with the NPC, the Far Harbor quest may fail.
Keep in mind, if you want the lumber mill as a settlement, you'll have to get rid of the "squatter" who claims the mill is his.
You can probably choose to ignore the squatter and head on back to Far Harbor anyway (which is something I've done before without negative consequences).
Leave the Lumber mill and return to Far Harbor to talk to Small Bertha.
On #2.
You must be referring to the Red Death (Great Hunt). A quest given to you by the Mariner once you've done everything else for her.
What you've experienced is something I've never had a problem with.
Are you using any mods?
If no, try verifying your game files.

Sounds like you may have bug #2 on the list.
I may have reloaded a save just prior to talking with the Mariner to get that quest.
