New Graphics Card RTX 2070
Just installed a new Geforce RTX 2070 graphics card. At first FO4 was doing ok, but then started to get crashes when hitting by mistake Windows key, but before when it happened went to tool bar and hit FO4 icon and it opened straight away on pause. Then today, it totally crashed and also to a black screen from which there was no escape except reboot. Checked various things, eventually discovering that it had not installed correct drivers as was told. The card is an MSI card but when I went to Nvidia itself and searched drivers etc, Nvidia told me I need the damn driver! Control Panel tells me I have correct card but drivers did not update. So I installed driver 419.+ and its running smoothly. I think I will have to uninstall and reinstall FO4 from Steam as the resolution and quality had set at lowest before I installed new drivers, but nothing on that aspect has changed. I WAS on max graphics before I changed card and Ultra settings.

Reinstalled game, same prob. Then reduced from Ultra to high and it fires up. BUT was much better on the GeForce GTX 1060.
Well, first thing make the weapon debris setting is off in FO4 advanced options.

Then next you look at how Steam sees your rtx card and it's drivers by clicking Help at the top of this page > then click System Information. Look and see Drivers and rtx card. Or post it here and the community will help you troubleshoot why it's deciding to crash.

Rename everything in your fallout file in documents but your save game, then verify your files through steam again? This will replace those files.

got your note Jason. I had uninstalled and reinstalled, its running but not on ultra like it did with GEforce GTX1060. Incidentally, did I do right by changing to the RTX, is it actually bigger because the max resolution is one ttage less on RTX than 1060.

you don't need to reinstall the game, just start the game launcher and get into settings once, and change some screen resolutions.
Yeah lower your resolution to 1920x1080. Make sure weapon debris isn't enabled. I would update the geforce driver also since its old enough to do so. Take a peek at your dlc list and make sure the high resolution textures are not enabled. After that the game should run really good for you.
I'm not very familiar with that processor but it looks good enough. Might want to turn shadow distance down to medium for a complete 60fps experience.
