It can be used alongside any other mods but installing a mod needs careful attention to it's description and knowledge of your method of installation. Read the sticky topics on this forum and search for guides about modding online.
Steam/Valve doesn't care about your achievements and doesn't police them.

If you played as much as you claimed you did on the PS4 then why in the @#$% did you NOT know how the @#$% to set up your character ?
You would also no that since there is no real level limitation in the game then you can buy all the perks.
Also if you played on the PS4 and used mods as much as you claimed to have then WHY would we have to explain anything to you?
That is a fair option, but to be honest 1 perk point per level sucks for making any kind of hybrid character. You'll get a whole (~)70/240 of the available perks. I'm a big fan of the two perk points per level mod for that reason.
Now this is probably the most obvious solution.
Put that into a txt file named "quickstart" and place the quickstart.txt file into your Fallout 4 folder.
Then in game, after leaving Vault 111, open the console and type:
Enjoy max stats, 2000+ weight limit, tons of perk points, and 999999 caps.
That is still balanced for the most part, but you can tweak the values yourself if you want to make a Demi-God.
