I can’t think of any other quests that were handled in such a weird way, by the end of it I almost just let Pickman live because of those raiders couldn’t realize they were ultimately creating a stronghold for the man they were “hunting” then yeah, they probably deserved whatever was coming to em
I'll give you that setting up turrets is a bit bizarre. As for raiders not being near Pickman, you need some folks to guard the perimeter, and not everyone needs to be shooting directly at Pickman.

A three way fight is weird? You and two groups of mobs hostile to each other.

That is just a few off the top of my head...
You're right, he's not a ’fighter’, he's a serial killer. Everything I see indicates he's good at coming at them from out of the shadows, and has doubled back a couple times when they thought they had him trapped. So they're leaving people in back to ensure they don't get caught that way again.
