I do believe i could help you create one by myself but your initial post lets me believe that is not what you look for.
The main thing is that Pistols have low Action Point Cost, and Paired with High Agility and High Luck makes for some insane Damage dealing, even though Pistols are on the low end damage wise.
I will give that video a look. Thank you for helping me or leading me onto a path.
And Perception 10 Consentrated FIre is the only really useful VATS perk. But investing 10 points in PER just for this seems unwise as you really need AGI and LUCK.
When you reach the high levels you can flesh out Perception. At lvl 110 i have all SPECIAl at 10.
Your equipment will have a large impact. One of the military outfits you can wear under armour can give +2 AGI, and VATS enhanced armours are obviously awesome.
If you like hunting rifles then you can tailor them to VATS use by giving one a short stock, reflex sight and sticking with light barrels.
Making sure you are 'well rested' will give an extra 2 AGI.
The knock down effect from the second rank of sniper doesn't require VATS, but does trigger in it, its decent but mostly for cheesing in a slow boring way, i'm not a big fan.
Penetrator is a bit mechanically weird, but becomes very strong once you know how to game it. While it is obvious that it turns sentry bots into a joke, the workings of the damage reductions when shooting through objects is much more mysterious.... especially with crits seemingly ignoring them entirely (well... only for the first round with burst fire weapons), and being able to use the third person camera to allow you to select targets your character can't even see isn't something that would normally cross someones mind.
