Pretty much no reason to get in on PC anyway
Who would actually down a cheat terminal mod on PC, it's called console commands. I barely have space for new mods tbh, I keep reaching 255 and it's soooo painful.

Umm, the Cheat Terminal mod is much better than trying to memorize a bunch of console commands. Everything is broken down into menus, including DLC's and mods. You just click on what you want and boom, it's in your inventory. One of the very best mods out there.
Had it in my game for over a year and a half, and it works perfectly. As posted by others, the OP must have a mod conflict or maybe some corrupted game files.. Nothing wrong with the CT mod..

Maybe it's just easier for me because I've been playing Fallout 4 and Skyrim that I know all the console commands but honestly you don't even really have to. There's something called Google and Steam Overlay in-game which defeats the purpose of a cheat terminal for me .
Do keep in mind, I've well passed the 255 mod limit so getting another mod is a painful experience. If a mod like Cheat Terminal can be achieved via other means, it's a boot.

Because you clearly don't know how to make a text file.

Next question.
