Can't initiate dialogue with settlers, to include trade (except merchants?)

I've run into an issue many months back where after an update I was no longer able to talk to settlers at all, unless they were standing at their register as a merchant. All other dialogue in the game seems to work normally. I can reverse-steal to their inventory to give them things to equip, but that "workaround" was too tedious for me to deal with them after a while.

Companions (even stationed at a settlement) respond normally, all settlers go about their tasks and can be assigned normally and even sent to other settlements when I'm in build mode.

I've been told it was a farm mod, or a very short-lived oversight in Sim Settlements, but I've not installed either mod at any point. I've installed the entire game fresh recently after wiping all the data the game had on my computer (I think?), just all the DLC and Creation Club content, and decided to play more but the issue still persists. Is there ANY fix, simple or otherwise, I'm just missing?

Creation Club mods are just as bad as any others.

Well thank you for the interest in my issue. Which one do you know is causing the issue? I could look up how to delete them, since there's no provided way I've found to disable them?
