They're not my videos but show this pretty well.

First time when I played fallout 4 with my new computer everything was totally fine. But then suddenly the texture flickering started happening with some of textures disappearing and reappearing especially in the sight through extreme gaps with a little bit of performance decrease since I can't get the same fps in some regions as much as I used to get with the same settings. I'm sure it never happened before, no texture flickering/disappearing&reappearing at all places. Somehow now this is happening even in my another games (the walking dead: new frontier, GTA5) not only in fallout4. And I see that not a few people are suffering from this texture problem. It's pretty annoying and noticeable.

Motherboard: Asus tuf b450-pro gaming
PSU: Gigabyte G750H
Games are installed in SSD
Windows 10 Home 64bit
lg monitor 29wk600 ultrawide 2560*1080 resolution, max 75hz but currently using 60hz

So far I've tried almost everything except reinstalling the OS. I didn't try this yet because I saw a guy with the same issue who tried this already, and didn't work. I've tried
1. Reinstalling the most recent/anterior version of nvidia graphics driver using DDU.
2. Reinstalling the game.
3. Checking if some mods are causing this.
4. Reinstalling the most recent chip set driver from the Asus site.
It could be a defective hardware issue but it doesn't seem so from what I searched through various forums. Guys there even had changed almost all of their rigs and still the problem was persisting.

The only suspicious causes I think might have triggered this are updating nvidia graphics driver to the most recent one and using nvidia inspector to force on and limit fps to 60 after turning off the in-game vsync since geforce experience didn't work. If you ask, I think the nvidia inspector one is more suspicious. It might sound a little vague but I've noticed that there were a whole bunch of stuttering without using in-game vsync, so to say, I've realized that using nvidia inspector for vsync messed up something deep in my computer....(maybe some things in registry??) making me think that geforce experience vsync wasn't working for a specific reason. Besides, simply it seems that this texture problem started happening after messing with the nvidia inspector. One more interesting change is that the fallout 4 game launcher doens't detect my gpu anymore (but still uses) as it used to do before having used the nvidia inspector.

But anyway, by some thing happened at some point, something deep in my computer got messed up and It's extremely difficult to fix... please help me. Someone who finds fix for this issue will be a hero since there're lot of cases unsolved exactly with the same problem... since 2013 or even earlier.

Antialiasing and detail level. It's something you will need to get used to, because that's a feature, not a bug.
