So, I got my first mission from Scribe Haylen, and I was told to get some technobabble from Rayburn Point. I said sure, and checked the map. The marker wouldn't appear! I thought it bugged, so I typed "coc RayburnPointExt" and appeared ON THE ISLAND. A Far Harbor location! The heck?!

Yeah, sometimes this quest can lead you to Far Harbor.

It's a known thing, radiant quests can be set in FH, for example, even if you have "just" started the game, meaning you aren't even close to get to start the DLC.
As far as I'm aware, reloading an earlier save doesn't work, sadly.

The only thing you can do is either stick with it until you can actually do the quest or download the mod "keep radiants in the commonwealth" (or something like this) from the NexusMods site.

EDIT: i checked, the mod name is correct and the author is AlpineYJ.
