Are godrays on ultra still completely unoptimized and too demanding?

Normally no, or set to high. The most common problem is weapons debris that must be turned off for even the high end cards.

Is weapon debris like physx in ac iv and borderlands 2 where no matter the specs its broken?

Try a mod like https://www.nexusmods.com/fallout4/mods/15211 to 'fix' volumetric performance. Default Ultra makes even my 1080 struggle.

You'll notice that godrays off is not only the best performance but best visuals too.

If they looked phenomenal, maybe it'd be worth the performance hit, but all godrays do is drown a scene in fake light.

To turn em off, for you or anyone that wants to do so, that solution there doesn't really work as godrays will enable themselves at low soon as you start the game again. Go to documents -> my games -> fallout 4 and open fallout4costum.ini. Under [General] just add the line:

[General]
sStartingConsoleCommand=gr off

Every time game starts, that command inputs, via console, godrays off. For even better looks, get an ENB of your choice and off you go.
