If they looked phenomenal, maybe it'd be worth the performance hit, but all godrays do is drown a scene in fake light.

To turn em off, for you or anyone that wants to do so, that solution there doesn't really work as godrays will enable themselves at low soon as you start the game again. Go to documents -> my games -> fallout 4 and open fallout4costum.ini. Under [General] just add the line:
[General]
sStartingConsoleCommand=gr off
Every time game starts, that command inputs, via console, godrays off. For even better looks, get an ENB of your choice and off you go.
