I don't think there's enough data yet to really answer your question.
Because we don't as yet know the root cause (we have several candidates, but no definitive answer yet) we can't be sure when the problem was introduced or if a retroactive fix is forthcoming or even possible.
Here is what we can say for sure: if you go to Nuka-World and N.I.R.A. won't talk to you your only immediate fix is to reinstall everything and start a fresh game. A retroactive fix may yet be forthcoming, but at this stage it doesn't seem one is coming from the UFO4P team, and if you're expecting Bethesda to address it... I humbly refer you to research the NAVMESH bug, which was in Oblivion but didn't get fixed until late into Skyrim's release...
And just because the issue was only just introduced doesn't at all ensure Bethesda will ever address it... They are more likely to just tell you to start a new game and blame it all on the end users for using mods in the first place.
The problem might be very very recent, which is why we're only seeing people reporting it now: if the problem only impacts games started in the last month and people are just now getting to Nuka-World that completely explains why we've only just started to see this.
I’ll go there tonight and do as you say - talk to N.I.R.A, and if you don’t mind I’ll report back here with a yay or nay.
Here is my suggestion to you:
Make a save point and go to Nuka-World now. If N.I.R.A talks to you then you're all good and can safely revert to the save point and continue as normal secure that there is no looming disaster for you.
If NIRA remains mute... then you're in the boat with people like me. I am going to start a new game in a new save profile (thanks Bilago for your tool to help with that!) so I can at least play. If the bug does get retroactively fixed then I might go back to that save at a later date.
Either way PLEASE let us know here. We need DATA. Every detailed report we get fills in more details and makes it easier for the community to at least identify the root cause so that people can make informed decisions about how they can address this. Some people will just write off Nuka-World altogether and keep their current saves. Others will start again immediately like I am going to. Others will wait for a fix.
But no-one can make a good choice for themselves if they are making it in an absence of good data.

My concern will be to lose the save before going to Nuka World, as you can’t manually edit the save name right? You just gotta remember the screenshot it has in order to come back to it at a later date. How do you plan to go back to that save easily?
Edit: ahhhh, a new save profile, so it will have a different character name. Got it.
Profiles work really well. I have an old save from long ago where I played BoS and thus had a few BoS and Power Armor specific mods that I don't like in my Railroad or Minutemen saves.
So, I use NMM (now Vortex) mod profiles and Bilago save profiles to keep it all neat and separate
My arrangement with Fallout 4:
Purchased GOTY edition on 24/07, via Steam
Installed on 24/07, including all DLCs
Installed UFO4P via in-game mod menu 24/07
No other mods installed at all
Reached Nuka-World, 73hrs in, on 16/08
Hopefully that helps in some way, if you need any more info / tests let me know.
My next step is to now make a new save file, with all mods enabled from the getgo and see if the issue persists.

I've been tinkering with ReSaver (FallRimTools) and trying to find where my old bugged savegame deviates from the new bug free ones, but I'm not having much luck.
This is going to take the mind of someone more well versed in savegame analysis than mine.
