I did not have this problem last week with the same mods.
Is it possible that the backend update a few days ago ♥♥♥♥♥♥ something?
Are we all running the Fallout 4 Script Extender, too?

Not sure what it is that is causing this though, as I ran a game with just F4SE, UFO4P and Cheat Terminal running (nothing else), still having this issue.
I'm starting to suspect this is down to some of the Creation Club crap, going to try another clean install and disabling all that junk to see if it still persists.
I completely did a clean install, deleted all local data and app data, deleted all mods, went to a previous save file before i ran the gauntlet, still had the same issue. This appears to be an issue with a recent backend update as I was not having this issue last week.
Also worth noting im not using any creation club stuff. and the only mod that i have that should touch dialogue is extended dialogue.
No issues.
Now going to verify integrity to force the game to reinstall the Creation Club crap and do another run, but something tells me we've got a ♥♥♥♥♥♥♥ winner...
It's either that, UFO4P or F4SE, but my money's on the CC junk being the culprit.

Going to test UFO4P next.
I have already reported it to the UFO4P team and they say it's not related to the patch.
Colter becomes massively ♥♥♥♥♥♥♥ hard to defeat, with his electric field regenerating almost instantly, but that's the extent of easily spotted changes from Vanilla, traders and N.I.R.A. can still be talked to.
Now going to install F4SE and see what happens.

This has to be one of the more elusive bugs I've come across.
Slightly off-topic tangent; Colter's electric field regenerating über fast when using UFO4P is bugging me, because I can't find a reference to it in their changelog.
Tried looking for DLC04, Overboss, Colter, colter's base ID's, you name it, no dice.
Also, is the only fix a fresh install? Will I be able to keep my mods?
I'm not entirely convinced the issue is just with the backend update, but I'm having trouble making the bug happen again now that I've done a fresh install.
Keeping your mods, well, if you don't uninstall NMM/MO2/Vortex/WryeBash/whatever you're using to manage your mods, then you should be able to keep the mods themselves.
I'd uninstall them (not remove, just uninstall !), then do a fresh install of the game, and then simply reinstall the mods.
I can understand you confusion, but I have to muddy the water a bit more.
I just removed all my mods, etc and reinstalled the game. I reapplied F4SE and ENB and re-loaded my save game (ignoring the errors about missing mods) and ran to N.I.R.A to see if she'd talk, which she didn't.
My next move is to apply the UFO4P only and use console commands to progress a new game to the point I can go to Nuka-World and test a clean game.
I am increasing suspicious that the issue is now baked into my save game, which is VERY frustrating. Given the sudden nature of the issue and how it's just appeared for a bunch of people it seems clear it's due to something Bethesda have silently changed in the background. DAMN YOU BETHESDA!!!
It most likely is, the only way I can still reproduce the issue now is with savegames made before the reinstall.
Very frustrating. My current playthrough is as close as I have ever gotten to perfect. Got my settlements on lock, haven't set off a trap or mine yet and have maxed affinity with most of the companions already. Was just toddling off to Nuka-World so I could get Gage's perk when I found this issue. I even found a double shot hunting rifle and a decent legendary machete to migrate Kremvh's Tooth to :(
What I am amazed about is the suddenness of it. You would think that if a bug was introduced on date x that there would be some spread in time of discovery, but this appeared on the 13th and already impacted a lot more people than I would have thought were:
a) still playing F4
b) have progressed to the part of the game where the impact is observable
c) are willing to go online to find an issue and post about it
It's also fascinating that while I did a full clean install of the game, mods and patches only three weeks ago and I was impacted but the team at UFO4P were not.
But this is typical of Bethesda, isn't it? I have loved much of my time in the recent Fallout games, but the engine is aging out and Bethesda seem unwilling to give it the love it will take to modernise it.
Fallout 4 was already out of date when it arrived (out of the box it couldn't support the 3440x1440 monitor I'd been running for a year before FO4's release) and the state of the Engine in FO76 shows that while Bethesda are willing to update it they are not willing to do enough... because it still didn't support my 3440x1440 monitor properly at release (on top of the tonne of other issues carried over from FO4 to FO76).
I am going to keep playing FO4 and getting my money's worth out of it, but I am never buying a Bethesda game again. The Bethesda tale has been one of gradual decline, and I don't see the sort of self examination required to address the issues being done at Bethesda. In fact, Todd seems fairly unrepentant about the state 76 is still in.
Only really one way to find out I suppose, but if it affected EVERYONE I would have thought it would have caused a bit more of a backlash that what it has?
