I've read all sorts of articles on this, because, sure enough, it's the problem I was having. I get to the dialogue, and after I introduce myself, he says something like 'we need to get out of here,' and then just stands there. And I can't interact with the NPC. Half the time, I can't use weapons anymore, either. Finally, since Valentine won't move, you can't unlock the mission-specific door at the end of the map.

This problem has been messing with me all night. I've tried running the game in Windows 7 compatibility mode (no change.) Redid the mission before entering the map (no change.) There seemed to be no solution.

Then, in frustration, I clicked through the dialogue fast, in an attempt to get to the end point and see about my next possible solution... when Valentine darts out of the room and continues on with his dialogue tree.

Huh.

It looks like one possible solution, or at least what worked for me, is to quickly cycle through the conversation. Don't let it play normally. End it prematurely, and the game moves on to the next sequence without triggering whatever screwed up the game before.

I'm not entirely sure what the difference is in the game logic between letting the conversation play out and clicking through it fast... except that if you let it end normally, you're stuck in cinematic mode, and if you end prematurely, you're dumped back in regular character-control mode. Maybe if cinematic mode is bugged, this is a way to kick past it?

Not sure. It worked. Hope it helps others.

there probably is, check the wiki. Normally safest loading a previous save and trying again though if you have one.

I click through conversation as much as possible. Although sometimes they move while clicking and I feel like Vincent "I shot Marvin in the face"

I especially like slapping Arturo while in his dialog. He stops mid word and gives the funniest stern look.
