Entering the water towers

I notice that all the water towers I see have windows cut into them up at the top. They have a set of doors at the bottom that can't be opened. Does anyone know if this is just something the Devs never go around to expanding into a usable structure?

That's just how they are designed.

there is no way in. I think it is just that they never bothered. As best as I remember, way down in the SE corner of the map, there is one you can sort of get in.
I have seen a mod that makes them into a small house.

yeah just exterior objects, the closest thing to one with an interior is the general atomics manager's office. If you use tfc or tcl via the console you can fly up and take a look at/inside the water towers for yourself.
