The Deliverer in Fort Hagen

I found it in the armoury right before confronting Kellogg in every previous playthrough, but no luck this time. Any ideas?

I've never used any mods. Also, I can't find any information about the Deliverer in Fort Hagen on the Internet. Everyone says that you can get it from from Deacon. However, it can't be a concidence that I got it on all my previous playthroughs.

That is very strange. You are supposed to get it from doing a quest with Deacon. Did you kill the RR people before going to Hagen? Otherwise, it sounds like the game is running correct this time and the other times the game was bugged.

But how? The first time I got it there was before I completely reinstalled Windows and then I got it a few more times after that. If it happened once, I would understand, but this is just too weird to be a coincidence. Also, I watched walkthroughs of that part and other people got different variants of the 10mm pistol next to the Fat Man.

Because the Deliverer doesn't spawn at Fort Hagen.
One of these old handguns was recovered and restored by Tinker Tom for Railroad heavy agent Tommy Whispers, called the "Deliverer." He still had the pistol in his possession when he was killed at his faction's old HQ, the Switchboard, when it was raided by the Institute's forces. When the Sole Survivor and Deacon return to the site to recover a lost prototype of an unknown device for Doctor Carrington, the Deliverer is recovered by Deacon and offered to the Sole Survivor.[fallout.fandom.com]

Because I got it more than once in my completely unmodded game before and after completely reinstalling Windows and that's an undeniable fact. I don't know how, but I did. That's why I'm posting here. It still remains a mystery, so I guess I'll just get it the normal way since that's how you're actually supposed to get it. Weird.
