Play Fallout 3 or Fallout New Vegas if your on system specs that low

It can't be done period. Well there is a way.. you could check out the Shadowbox / Shadow tech virtual gaming pc service, but I don't know how reliable it is. I guess if you are desperate its worth a shot for 10 bucks. Just good Shadowbox or Shadow tech.
Its a ram issue the game requests alot & so does your Windows OS, Windows 7 & 8 are alot worst too since they aren't 64bits, tho I can't recall if they were patched, there should be an option to run in windows whatever in options.
Post your steam page system info, if you have integrated graphics you should expect to run the game at 720p 20fps with 8ram & a duel core 2.3ghz, thats how I ran it for a year.
Upgraded to a 700$ Asus FX504 with a GTX 1050 two years ago its was better but still no enough for me to enjoy the game, you can spend 700$ for a GTX1060 version by now which I would recommend.

If you don't have at least 2GB of dedicated video memory, don't bother trying Fallout 4.

There you go fallout 4 running, 4gb of ram @1080p. Yes its using virtual ram, but its running and playing at 60fps. Okay its on low detail and stuttering and dropping fps now and then, but its playing.
Specs are vitally important. Everyone is simply guessing at what the op is running. Many assumed 32bit and were wrong. The op has confirmed that they are running 64bit. Hence my point posting specs are important.
Do not get me wrong, the op could be running a potato, but they may not be, that is my point, we are all guessing, we do not know.
Now granted as he only has 4gb its is quite unlikely the rest of it is really high spec, but as the vid shows, it is possibile they could still be just above the minimum needed. Its also possible depending on the laptop, that they could upgrade to 8gb.
Why a new laptop? They may just need to upgrade to 10.
