Report a translation problem
Though there was a bit of lag before the audio started playing in both games I tried (skyrim se, and the witcher 3).
Maybe this is related, but I'm not sure.
Actually sounds like a hardware problem from the video imo.
The sound goes away when I turn off the effects volume, but I'd rather keep those on if possible.

If you're using the mobo sound card then maybe. Otherwise most of the time mobo sound cards are made to be generally compatible and you might look at bios versions even.
My only work around was to zone through a door a number of times with sound turned off and on and eventually it stopped

did you delete those files and try game?
