Too many things have been changed in the latest version of WotM, and MM needs to be updated.
You need to downgrade to WotM v5.2.1 to be able to use Militarized Minutemen.

Use LOOT to sort your load order to start with, then check each mod to see if the author has a special place they want their mod in the load order. Right now, your load order is all over the place and you may be missing some patches as well. I personally use Mod Organizer 2 to handle my mods, but it's up to you what you use as long as it isn't the Built In one and you launch the game through the F4SE_Loader.exe.

Keep in mind that no two load orders are the same, and that LOOT can not and never will sort every mod. There's just too many.

Don't follow what mods to install. That's from 2016 and a lot are out of date or broken. I just use the catagories in Mod Organizer 2. Not sure about Vortex, but MO2 let's you create custom dividers to keep your mods organized.
If you like eclectic mods and picking from the newest or monthly top group then yeah LOOT might lag behind a bit or simply not care about a mod with ~500 downloads. However, in my case, LOOT has sorted every mod I've ever used and sorted it correctly enough to make a stable game. I only use the most endorsed files from the Nexus, though.
LOOT has also sorted almost every mod i've installed, but it doesn't always sort them in the right place. Take AFT for example, it often sorts it high in the L.O. when it should be low in the L.O. and AFT has thousands of downloads.
Hmm I dont use AFT but I do know LOOT ain't perfect. Just really good.
