Its a missing texture or material. For sure.
Cant guess why its missing but there is a mod that makes glowing goggles for the mask and its very cool.
This is the gas mask on the back of the CC backpack, looks the same when worn and looks cool. If you use these mods it should fix the problem UNLESS you are using a modded gas mask mesh or material, if so delete it, trying to find what ever material or texture your modded gas mask mesh uses and where it goes and what its named may be impossible.

The vanilla texture should be there then, it may be the mesh or material.
In Fallout 4 the mesh points to the material and the material points to the texture. This is so things can use multiple textures with the editor and scripts.
In Fallout 4 it wouldnt be impossible for armor to show blast damage until repaired and things like that for example.
What its used for is power armor paints and things though.
