LOW GPU USAGE - RTX 2060 6GB MSI VENTUS
I've just bought and installed a new GPU (stated in description) and usage is 20-50%, i've tried other games like Witcher 3, Far Cry Primal and it is not the same problem, only Fallout 4!

My CPU (Ryzen 5 1600) is running on 30% max so it's not a bottleneck, i've got 16GB RAM.
I have the latest drivers, clean installed!

Please help!

Its a old engine that probably runs of one core, hence the low cpu usage. It is a cpu bottle neck for sure, you need high single core performance for this engine.
Put shadow distance on medium and god rays off to ease stress on the cpu, disabling hyperthreading could help.
I had much better performance on my previous gtx 1060 6gb.. same rest of the setup.
How is that possible?

Low usage isn't even an issue, just post the fps.
Low usage is idea, it shows theres no bottleneck.

As for the fps.. i get like 20/30 fps in boston area near Sven pond.. and i see its due low gpu usage
Your CPU is bottlenecking at the single-threaded level. The 1060 is weaker that's why bottlenecking didn't show.

You went from 1060 to 2060?? Lol why you're playing same games I bet but you get new gpu?? Lmao should have kept the 1060, maybe you can return the 2060? It's making your pc unbalanced.

Must be your monitor. Turn off gsync if it has that, and set refresh to 60. Do not use anything to mess your game fps.

FO4 uses a mixed language programming solution i.e. exe's, scripts and run-time installed mods. This causes low total cpu usage and low gpu usage resulting in low fps.

The 30% cpu usage means nothing. The ryzen 1600 is a "short" and "wide" cpu. Wide because it has a lot of threads - 12- but short because those threads are slow - passmark score of 1822. That's slower than an old intel i7 from 2010.

To see what is actually happening you have to look at the load on each cpu thread because the 30% figure is the average of the load on the 12 threads. No game uses 12 threads to the max except some recent ubisoft titles. 30% looks low but the real measure of load is the highest single thread load. Max performance is when at least 1 thread is at 100% approx.

However in FO4's case, because of the less than efficient game engine and the way that the scenes have been built especially in the downtown area, you will rarely see a cpu thread at 100%, if ever on a wide cpu.

To maximize fps, shadows has to be set to a minimum, plus godrays etc. Don't use geforce experience but use this article -

You should be able to get 60 fps in the suburbs but downtown I think 30-40 for your rig.

Note that weapon debris should be off for rtx cards to minimize crashes. Don't use the HD texture pack. Running off an ssd might help a little.

As has been said, also you might have to adjust some ini and vsync settings if you have a monitor faster than 60hz, because the game can screw up if it runs above 60fps.

About the slow single-thread speed, it's why Zen 2 is keenly awaited by ryzen gamers because the new ryzens are meant to have speeds near current intel speeds, which is around the 3000 score.

Lastly, running other apps like discord with FO4 can impact performance. But as your total cpu usage is 30% I don't think that this will be the case.

Okay guys: i've put refresh rate to 60 and optimized settings in nvidia geforce.. it's a bit better now but i still get low usage in some stupid areas like before and its simply nonplayable. I will reinstall windows today and install everything fresh and clean.

As for the bottleneck problem u guys are saying, i've read and researched on internet and there should't be such a bottleneck with my system as ur saying and ive noticed there isnt any of it in other games so if its bottlenecking - its not my fault but that of fallout 4!

Thanks for your answers i really appreciate it, but i must say is that it's ♥♥♥♥♥♥♥ disgusting that u need to do so much tweaking and everything because one triple A company cant optimize their game and doesent give a sh*t. Bethesda aint getting a $ from me ever again, especially with this Fallout 76 problems too.

With all other games i got +50% performance as i should, only with fallout 4 it stays the same/its worse.
Screw this game.

It is not that hard to tweak the display, just try some different approaches , might as well get your moneys worth

Please just try turning off the "weapon debris" in the game graphics settings before you wipe the OS.

I am finding slightly difficult to believe the cpu is causing the issues you are seeing. In terms of you seem to be dropping quite a lot of performance now and then.

An fx 8320 which is the same mhz can run this game at roughly 60fps, and its single threaded performance is far worse than a 1600. Infact my fx 8350 while having a faster mhz per core is actually weaker per core than the 1600 too, I have very ilttle issues maintaining 60, I do get the odd drop now and then mainly in the high 50's, but not like the op is seeing.

However I am not running the HD textures. I also have god rays down a couple of notches.

Now if you were getting 60fps and low usage that would make sense as the game engine is locked to 60fps, so you would have additional power not being used.

However if your fps are dropping to the point the game is unplayable, that is indeed odd.

if reinstalling windows does not help. As above try without the HD pack and god rays down a couple of notches.
