I dont think I have ever seen raiders outside Gunner's Plaza.
Theoretically the raiders could have been a nearby fluid encounter. Roxbury has multiple random encounter locations. Plus you have more nearby between Somerville and Gunner's Plaza.
Also keep in mind interior and exterior cells have separate respawn timers.
Keep in mind the wiki aint always accurate because there is no fact checking before something gets added. Someone else has to come along call it brahminshit and request it to be removed.
You also may want to review some of your mods to see if they messed with respawn timers.
Gets even worse when Automatron activates as you get Rust Devils injected into the spawn list and the Other Robots. Makes it hellish sometimes.
Good for legendaries though. Can cycle through the crap drops that much faster.
You are mixing some of the random respawn points with your list of locations that also respawn. Respawn points can spawn any random thing. The Gunners Plaza only respawns the Gunners. Not exactly the same thing.
And I agree with BP. I think the wiki is wrong. I will find out soon.
The Gunners the same one play they reset when saving in Egret another play was okay.
This happened as well with Kellogg.
Do you play with a companion? In Gunners I rarely fire a shot.
What do you mean? The interior is wall-to-wall gunners. You need to navigate multiple floors. With more than one hallway chokepoint/crossfire 'trap' on the way to the leader. Stealth boys? A maxed stealth build? You can really sneak past them all?
You are right you can't sneak by them, don't try. I am a one shot kill most of the game and any explosion even through walls will kill me. Patience and a partner get me through places like Gunner's Plaza. The right companion for the task is a must. I do play with Piper or Nick every now and then when I feel like having a real challenge but that place is a Curie the robot companion place.
Stay crouched and hidden while Curie fights. Your job is to direct Curie where to go. Point Curie to a spot away from you and where they can see her. I usually sneak up to a spot then point her down to the next corner and then sneak back and wait. Take grenades and mines if you want but you can do it without them. If she goes down there is no need to stimpack her as she will recover on her own, of course if you are not playing survival Curie as a companion doesn't really matter. As long as you stay hidden you can work your way through. I did this (little to no firing my gun) the first time just to see how far I could get. I was surprised actually how easy it was, just takes a lot of time.
Curie the robot is my main partner in battles. The others except Codsworth need to be stimpacked every two seconds and getting to them gets you killed.
Now I get it. That is completely opposite to my play style. This game is too easy by default. VATS and immortal companions etc Then there are layers of ways to make it even easier. Perks and legendaries etc etc. I do not want to pwn the game. I want a challenge when I game so I have a huge list of restrictions of what I can't use. I play on survival with no VATS and I make the companions mortal. A mortal companion is like the biggest challenge.
