Resetinventory
'Resets a character's inventory to its default. Containers with randomized loot may spawn a new random inventory'

looks like this may also work:

Revive/Reset targeted NPC or object
'Can be used to reset an NPCs reference/revive dead NPCs. When used on containers, it acts like resetinventory. When used on objects, it will reset them to their original positions and states'
and that's why i like the other command better, it just refills their pockets. so i can loots them.
There is a never ending supply of raiders/gunners/mutants to kill and loot along with the infinite supply of loot, why bother with the command? Instead why not grab the id's of the loot you want and use console to add them to your inventory.
and also for mod/gear tiers stuff. as it randomizes those as well.
