Report a translation problem
I installed the Unofficial fallout 4 patch - to see if that would fix stuff:

And then the Wastland radio mod - to get a radio station.
That is it.
Was hoping for a console command - but have not seen one yet...
It did this for many times. Probably over 10 times as I was trying different things. I thought the game would never start for me - but I found a console command on-line and tried it - it got me out of the vault and the rest is history. But I never had the radio channel...
Modding is complicated if you use more than a very few and even more complicated if you use a mod that changes alot of things. Thats why i dont use the unofficial patch mod and only mods that i tried and liked and are game changers.
Got to install mods expecting to uninstall them.
Your problem ist the game and sounds like its a mod as simple as that. It could be your machine buts its already running so...
It did not however fix those - but who knows what it has fixed?
If it were me i would delete the fallout 4 folder and anything for the game in documents and users and verify files. Then try new video card drivers. Make sure other uneeded programs are not running. Try offline settings in steam and disabling cloud.
Maybe even make sure computer fans are clean and the machine isnt over heating.
Makes sure your at least close to minimum requirements as well and check graphics settings and lower them.
Its not the game anyway.
BTW, what is your hardware? If you have a high FPS monitor and do not cap the game to 60 FPS, strange things can happen. But the radio sounds more like an install problem. Do you use an admin account and do you run Steam as an admin?
Also what Flippy said, uninstall Fallout, then remove everything that remains in fallout folder, reinstall. Sounds like your install is messed up to heck and back.
