Man you are a lifesaver. I turned off weapon debris and the crash was gone. Thank you so much. I do not even mind it being off. it is a small difference. I am still confused why it would cause a crash on a good videocard or why on that point, but it doesn't matter. Thank you once again :D
I pretty much bought my 2080ti for this game and it really pisses me off that their game DOES NOT WORK, unless people have done necessary research to turn off effects that could be used on older cards just because Bethesda can't be bothered fixing it.

This is what to do (in easiest order):
1. Ensure you have your FPS capped at 60 FPS, any higher the game gets unstable.
2. Turn your weapon debris settings off.
If you still have issues then:
3. (This was what worked for me) Abandon that new game and start another new one, something is corrupt in the scripting int he game you just created.
My second attempt ran fine after trying to get the first game working for an hour. Talking with a few other people we have come to the conclusion this is one of those bugs that can occur at random with any new game started. Another of those bugs being a tdetect script issue with molerats, bloodworms, etc. that causing game freezes and infinite load screens.
Well one reason for that, is that a lot of the newer games run DX12 which comes with the latest graphics cards which the older games do not support. The newer games run better on this then on DX11. Also games are getting optimized better and better these days. Just because a game is old, doesn't mean it will automaticly run smooth with new hardware. It is a fine balance. Plus the fact that fallout 4 was designed for console and not pc. But I am sure you can find some tips to help increase your fps. Also make sure Vsync and the 30fps cap are turned off if you haven;lt already ;)
