This is a function (setting) of each individual light on each weapon or say the Colonial Marine shoulder lamp. (Just an example.)
If you would like, you can modify the hemispherical volume (invisible circle around your player.) that is effected by the lighting source caster.(An example of the lighting source caster would be the flashlight on the bottom of the pistol that has such a mod for it.)
Put another way, say you have the 92FS pistol mod from Fading Signal. If you open the mod .ESP / .ESL file with FO4EDIT you will find category: " Light. " If you open that you will see the option: " Beretta92FS_Light_Flashlight. " Once you have selected this the right hand side of FO4EDIT will show you various information regarding that specific lighting source caster. Here you can modify: " Radius. " This is THE invisible hemispherical circle around your player that can be effected by the light. If you make the radius larger, the light will shine " farther. " Mine is currently set to: 4096. I would suggest you use units of 1024, 2048, 4096, 8192, 16384, etc.
CAUTION: forcing this to be too large may have adverse performance consequences. BE WARNED.
Note, you will have to make this change for EVERY light emitting source. So of you are using a weapon mod that has a flashlight , you would have to modify THAT MOD as well.
Hope this helps!

P.S. You can make other changes here as well. Do not like the fact that the light is not bright enough... change it! Want the color to ONLY be red? Set the Red value to: " 255 " and GREEN and BLUE to be: " 0 " Want a smaller more: " Focused " light? Change the F.O.V. to say 30 or maybe 20. HAVE FUN!
