Missing Adhesive

This is early game here. It would be a pointless exercise when I have hundreds of units of adhesive overflowing my bins. But anyway. If I go to the Sanctuary power armor station it says I have enough adhesive--two--to upgrade my T-45 A right leg to T-45 B right leg. However, when I go to the armor station--about 5 feet away--it says I do NOT have enough adhesive--zero--to turn my leather right leg to right leg studded. The gunsmith bench agrees with the armor station that I don't have 2 adhesives.

This is perplexing, but I've noticed it quite often in the early part of the game. It's irritating, and if I was in a great rush to stampede to game's end I suppose I would be very ticked off. As it is I'm merely curious.

Putting the item needed for whatever in personal inventory worked for me.

I think the point is that the game says it's in the workbench at the power armor station, but not at the weapon or armor station. Which is weird.

Maybe you accidentally used it to do the upgrade at the PA station?

Did you use up "Shipment of Adhesive" before it to craft anything?

Was your adhesive in the form of adhesive or was it part of an item that could be scrapped? I tested this myself and found in most cases, when you manually scrap an item you get all the components in it. If you use items in the workbench that have multiple components to build something, if that item you build does not use all the components of that piece of scrap, the remaining components can just disappear. I have had major arguments in this forum about this with people that have never tested this and THINK they know different. This may be your problem.

Another thought, without my going into the game and checking, does the leather armor you want to upgrade happen to contain the 2 missing adhesive that show up in the PA station?
