Yes I understand. I do tend to overthing everything in this game, dont know why. I just want to get the most of my first playthrought, I want to do everything !!
All right, that give me a good idea where I will spend my points. I have played enough today thought, so it will have to wait. But next time I'll invest in some perks.

For settlements, all you really need is Local Leader to have a good time building settlements. Yeah, cap collector and some other perks are needed to build one thing here, one thing there, but I typically ignore that and still have alot of fun building.
Aquaboy/girl is indeed awesome, especially early on, giving you a very easy way to get from the west side of the map to the east side, and then to get down south without walking through tons of hostiles. Considering three bobbleheads are in the southeast corner, being able to get there safely, early, is quite nice.
Otherwise, yeah, just focus on whatever it is you're doing; if you're sneaking, take sneak and ninja, if you're using semi-auto rifles, take rifleman and gun nut and science (for laser and plasma rifles), if you like chucking grenades, get demolition expert, etc. Medic is useful for everyone although I'd probably just do 2-3 levels, any more is probably overkill. Several perks in perception and luck can make you a terror with VATS, especially anything that gives you more or better critical hits. Later in the game I do like taking anything I can that gives me passive health regeneration or radiation removal, but I wouldn't worry about that early on, getting shot in the face is a more pressing threat. It's entirely up to your playstyle whether or not carry weight is a big concern; for me, it is not, but if you like carrying an entire armory with you, it may be.
Oh, and money is practically useless in this game. Only a handful of super-expensive legendary items are hard to buy, otherwise you pretty much just buy ammo and stims, and those become really cheap as the game continues and enemies drop more valuable gear.
