Able to start Far Harbor without owning the DLC?

So, I found myself doing random quests and somehow started the Far Harbor one. This wouldn't be an issue expect for the fact that I don't own the DLC. I don't remember buying it and steam tells me I don't own it. I've gotten to the point where I'm able to get onto the island because I figured the game would just lock me out and say I need to buy the DLC. But nope. It doesn't seem like it's doing this with any other DLCs at first glance but I'm unsure. Anyone sure of what's causing this? And do you think this could break my game because I really don't want that to happen.

So maybe you do own the DLC? For example, having GOTY edition?

I bought the game before the GOTY edition came out. Also in the post I said I never bought it and steam says I don't own it either. Both Fallout 4 GOTY Edition on the Far Harbor DLC are not owned on my account.
