Sheriff Eagle stuck hostile no matter what i do

I have tried waiting 7 ♥♥♥♥♥♥♥ days, i have tried the setav command i cant load my save thanks to it being overwritten trying to wait. i am about to uninstall the game and just walk away, this is my first playthrough of this dlc and i am unimpressed and actually pissed. idk how to fix this
