Use Vortex. Install Vortex again and use it. In Vortex, you have to select the game Fallout 4, then you can select on mods. In mods, there is a "installing mods from" on left corner, click on that then you can go to the location that you downloaded the mod Vault Girl. Select the mod.

Now during the installation, there will be a pop-up options asking you to pick. You MUST pick what you want BEFORE clicking FINISH. After that you can enable the mod.

I don't know about NMM, never use it, but Vortex works almost every mod, NMM doesn't.

No, that is not how it works. Best use the Vortex, download it from the nexus page. I normally download the mod first, then use Vortex to install the mod from that downloaded file. After that, enable the mod, simple. You can either keep the downloaded zip file or delete it, it's fine, but you should delete it to save space if you have many mods, just remember what you have. Also remember to put right load order in FO4 main menu mods, you seem new to this.

Did you manually download the file to a location? or mod manager download?

Edit: there are OPTIONS for you to pick while installing, you have to READ them and pick one that you want.
