Seeing npcs at the diners having coffee or explorers travelling down the roads is so great.
Now, we do need more minutemen since that is suppose to be YOUR faction and the main faction in the area, NOT the brotherhood. Also the Railroad is a secret organization, they aren't suppose to be out patrolling, they are hiding from the Institute and the BOS. Just patrolling in the open isn't a good thing for people being hunted.
Now, a good Minuteman mod is "We Are The Minutemen" which increases the Minutemen presence.

and if I remember correctly NPCs Travel has a settings holotape...normally every mod that affects NPC spawning has a holotape for you to adjust settings like the number of spawns, how often they spawn, etc etc...if its not in you pipboy you can craft it at a chem station or search console for it

Super Mutants Shall Inherit the Earth, is actually a faction boost. Makes supermutants including Strong really really tough and dangerous.
Feral Ghoul Outbreak is lore friendly and bug free and just adds hordes down town only. Sneaking down town and being prepared to run is a good idea though. :)
heh...i shoulda refreshed before posting...
but I can't remember off the top of my head..you can increase/decrease vertibird spawns, animal spawns, robots etc. but I don't remember seeing it broken down by faction
Yes NPC travel does have some faction options.

I have try this mod but I like to "test" and I don't see a lot of patrol. ( On the holotap I have create 3 patrol max)
Its very easy to open the creation kit and drag some NPCs into the world to create guards.
Just drag any npc from the list into the world window and save and they will be there once the new mod is enabled on load.
Making patrol routes is Youtube video or figuring things out difficulty.
