Diamond City Blues won't start
I'm having a problem in Diamond City. The quest Diamond City blues won't start. I witnessed the fight between Cooke and Pembroke, sat down, talked to Pembroke's wife, all of it. But when I got out Pembroke didn't approach me, and if I try talking to him he just stays silent. He' s just wandering around the market without saying a word.

I'd like to start the quest using console commands, but how?

It might have been the mod Depravity. I have since disinstalled it and didn't experience the same problem in my last gameplay. If you have it installed try uninstalling it. Other than that, I got nothing.

I've tried all of that. In fact, it's been weeks of game time and I've probably been in and out of Diamond City dozens of times. I've tried talking to Cooke again, as well as Paul's wife, and I made sure both Nelson Latimer and Marowski were still alive. In all my play-throughs of FO4, I've never had this happen. It's weird.

That's a great clue. This is my first play-through with Depravity and likewise the first time I've experienced this issue with Diamond City Blues. I'll try disabling Depravity and see if that works. Thanks for the tip!
Ok, looks like it is the mod Depravity that's breaking the quest and causing Paul to just wander around Diamond City like a weird, mute, stalker, lol, but you don't need to disable Depravity to get the quest started. You can use console commands to force start Diamond City Blues using "player.setstage 00022a04 210" (where, according to the Fallout 4 wiki, 210 is the intimidate Henry Cooke path) or "player.setstage 00022a04 220" (where 220 is the help Paul Pembroke intimidate Henry Cooke path). You can choose one, or the other, not both! Always SAVE FIRST before using any console commands, especially quest altering commands! Note, I put quotes around the actual console commands so you'd know exactly what to type, but the quotes are not part of the command; leave them off when typing inside the Fallout 4 console. Once you activate the 220 path, Paul will immediately begin walking to the Colonial Taphouse to confront Cooke. In my game, if dialog choices led to Paul and Cooke fighting, Cooke would not use his double barrel shotgun, but would instead fight with his fists. The gun is in his inventory, and it would briefly appear in his hands, but would immediately disappear, where upon he'd start beating on Paul (who would keep shooting him with his pipe pistol). I'm not sure if that's somehow related to the Depravity issue, but I've never seen that happen in any of my previous play-throughs without Depravity. Anyway, I hope this helps somebody. Being followed around DC but a mute Paul Pembroke was starting to creep me out!

Command "player.setstage 00022a04 210" worked for me. ZombieDada is right saying it's Depravity mod problem.

I picked up cooke's note from a cheat room because i was just experimenting with mods and it completely ♥♥♥♥♥♥ up the whole mission since it didn't work when i read the note.
I just tried killing cooke and talking to marowski, but he just repeats the same line and does not let me continue his quest.

You answered your own question.

Go back to a save before you screwed up everything by 'entering the cheat room'. The cheat room isn't for finishing the game it's for seeing all the possible cool stuff. You can't then *use* things there, because it'll break the game.
It's probably the mod, "depravity" as stated years ago. I used the command player.setstage 00022a04 210 to get the quest to pop.
