Diamond City Blues won't start
I'm having a problem in Diamond City. The quest Diamond City blues won't start. I witnessed the fight between Cooke and Pembroke, sat down, talked to Pembroke's wife, all of it. But when I got out Pembroke didn't approach me, and if I try talking to him he just stays silent. He' s just wandering around the market without saying a word.

I'd like to start the quest using console commands, but how?

I did. There's no mention of this particular bug.

But it also lists the quest stages, yes? So you can do the console thing.

Yes, but the problem is, what stage is that? Technically the mission hasn't started 'cause Pembroke has not spoken to me yet. Is more like force starting the whole mission.

I would try 0 first? Or get the quest started and then see if you can find the starting stage because I think the wiki is missing the start stage.

Man, this is soo weird. None of the codes worked, so I tried using ShowQuestStages to identify the first stage of the quest. Apparently it's 815. So I typed SetStage 022a04 815. Pembroke started walking toward Diamond City's gate. I followed. He walked to the ambush location. I was half expecting to find all the others there, but nothing, it was empty. Pembroke just stood there in silence.

That quest is FUBAR. You could try the reset quest command. Then wait for a few days, I think. I have tried that one before but it did not work for me. There is something about not being able to go back to an earlier stage, You can only go forward.

I'm afraid so. I don't think I'm going to try reset quest. I hear it can be dangerous.

It is also one of the most complicated quests because it has so many endings and after effects.

I would first check with the sqv "quest id" command and see if the quest is actually running if not it may just need to be manually started using the startquest "quest id" command or use the sqs "quest id" stage and see where it thinks you are at.

Did you ever figure this out? I'm having the exact same problem....
I think you have to wait about a game day for Paul Pembroke to approach you. Maybe also leave DC and come back. You approaching him won't work.
