When you get her off the chems she doesn't care about the chair anymore.
Problem is, she doesn't seem to be able to do any work either. I can't seem to assign her to anything except whatever that hand waving icon is for her job. Walmart Greeter?
I did not mention that because it seemed really obvious she no longer has to sit in the chair.

I think it would work. The only issue would be the chair like I previously mentioned. Mama Murphy would go all the way back to Sanctuary to sit in that chair because that is what her script says to do.
Then since the chair is a special item only available in Sanctuary you could use console commands to place one in the new settlement I guess. I would make sure the old one in Sanctuary is gone though.

Well the placeatme and moveto.14 yeah, I forgot where it is a unique item you could simply move it. Was thinking more along the lines of it have generic ids like other items.
Edit: Hmmm, would the moveto commands cause issues because it technically still belongs to the sanctuary settlement?
Bubblegum has more experience than me about items being out of bounds in a settlement....lol

no
placeatme will make a new one, and the one you place will have a refid that you can use the
moveto player (after setting its refid to be the default one by either clicking on it or using the prid command) that will bring the instance of the object to your current location

so called unique items are ones that only one is made in the game, you can use the console to make as many as you want (caution: may break your save) ;):

it doesn't belong to any settlement it is just there, the owner of the object is the player character (refid 14)

that was all about NPC objects. They are handled differently because they have an AI, Chairs do not have AI ;)
