Can't build certain things

Hello there fellow players! I have encountered a bug and i wondered if anyone had something like this or know a way to overcome this bug. So basicly i cannot build certain things at settlements although i have the materials for them. The things i cannot build: Turrets, Power> Misc equipment. The green/red figure of the thing i want to build simply not showing up.
Some additional info:
-I have the materials in my inv. or th workshop
-The build-o-meter in the top right is not full
-The workshop indicates i have the neccessary materials.
-I tried reloading / restarting the game.
-I use no vanilla (no mods) with all the DLCs
-I am on survival difficulty
-I realised this bug right after the battle at the castle.
-This happens in all of my settlements

Do you have the perks needed , some items require it.

Yes. They are basic things that don't need any perk like settlemnt beacon, Small generator, small turret... etc. And previously i built pretty much of them so thats a dead end. :(

It may be counting quest items (for example: silver locket for abernathy farm). Happened to me when I was modifiying my gun.
