i'm running a gtx 760 with 4 gigs of ram on the card and i have not had that problem
my CPU is the hazwell i7 and 32gigs of ram, so the bottleneck i run into is my graphics card, and that's what would PROBABLY be causing that problem, but that 1050 certainly has plenty of power for graphics.
you might check on turning the graphics down to see if it stops when you do that.
it may not be the way you want to leave the graphics, but at least it will help figure where the problem is if it helps.
if not the next question would be to ask if you're running the game under windows 10.
i was having all kinds of problems with windows 10 and now whenever i am going to be gaming i boot into windows 7.
And yes I play in WINDOWS 10, but my pc came with WINDOWS 10 already.
Turn Weapon Debris off in the Fallout 4 launcher, verify that it is completely OFF. Re-run your tests and come back.
Don't tell me "I Set it to minimum/low" go into the launcher, find Weapon Debris, and make sure it's off. Turn it off, then retest.
i've set up my computer can boot into win 10, win 7, and three differnt kinds of linux, and that's not counting the virtual machines.
not everyone wants to do that, but i'm retired and have much time for such things.
and don't bother starting things in win 7 compatability mode, it's not going to help with theis game.
at least it made no difference for me.
sorry i can't be more help, but there are a lot of people that play theis game that are good at trouble shooting computer problems and they just might know something to help you.

Setting it in the launcher will reset all your INI settings btw. But Weapon Debris needs to be off.
That's really wierd.
You've got a 7700HQ which is a laptop right? Make sure it's set to maximum performance in Power Management (Windows setting)
Also, try running the game without any mods. If it runs fine, then enable/disable mods one by one and find the culprit. Just because one doesn't "Make more bullets/shell casings" doesn't mean it isn't a mod causing this.
Whenever you have a problem with Fallout 4, step 1 should always be Disable all mods and recheck.
