Report a translation problem
Some lighting mods and other mods that affect interior cells can cause that.
Try going to the game's Settings menu, then Gameplay and disable all of the autosave functions.
Lower Shadow Distance to medium and turn off Godrays.
Mods that add to or change the appearance of the Commonwealth can cause that.

Could take 1+ minute...horrible
Read a bit on google, very frequent problem related to the game FPS cap and probably some new Windows update / GPU driver update conflicting with the game.
Downloaded a fix mod https://www.nexusmods.com/fallout4/mods/10283/
This fix works great for me, transition time is back to some seconds at most
Change the line from the Loadaccelerator.ini included with the fix...
FPSLimitInGame = 0 to FPSLimitInGame = 60 (or whatever you prefer...60 being the default)
You only want FPS unlocked in loading screens, not in game
Unlocked FPS in game can lead to some problems
Just picked this up again, looking to complete. Load/location transition times are taking a ridiculous amount of time on my 5700x/3060ti/64GB/Win 11 build - any ideas?
