Can Wasteland Warload perk degrade?

I know that to get the highest level of Wasteland Warlord, one must convery 8 settlements into a raider one. If I decided to change raider outposts back to normal settlements, would you still keep Wasteland Warlord at level 3, or will the perk degrades along with the number of the outpost?

No, but since you can only build the Wasteland Warlord structures at Raider Settlements, it doesn't matter. The moment you turn on the raiders you lose access to BUILDING all those structures. Any you have built will continue to function, which is good because it's the only way to get 7.62 in the Commonwealth Vanilla. I turned Starlight Drive In into my "Raider Strip Mall" and then took it over again with the Minutemen.
