Sanctuary Hills: Bell & Travel Mat not working

This is like my Nth playthrough, using the same mods, and it's the first time I've encountered this problem.

I have two settlements, Sanctuary Hills and Red Rocket. I am level 34 and have NOT saved Preston and the setters yet. I have already started Nuka World, but have not finished yet.

In Sanctuary Hills, the settler bell and the travel target mat do not work. The DO work in Red Rocket.

The mat does nothing at all.

The bell causes the settlers to stand up, but not move to the bell. They just stand there.

Not game breaking bugs, of course, but irritating. Anyone have any suggestions on what could cause it? The only mods I use that seem in any way relevant are Better Settlers, Scrap Everything, and Build High.

Thoughts?

Idk maybe you should replace them. May that will help you.
