It's an exclusion zone post process FX issue.
In an open world environment, it's particularly difficult to implement.
Beth gets around this (in Skyrim) by implementing a separate instance when you enter your homes. The catch with that is you cannot see through any windows because the world "outside" doesn't exist.
There's the cellar in Sanctuary but there the walls drip. Gross. Any other interior cells that are inside player settlements?
There's the pub in Far Harbor that gives an impression of having daylight and an outside view, as long as you don't look too hard.
