Fertiliser is used for crafting certain chems, explosives (IIRC), and ammunition...
Having Brahmin in a settlement is all that is needed... Your crops don't actually consume fertiliser...
I think just the presence of the Brahmin in the settlement is enough. The brahmin gives a reroll of "Surplus" production, 0-3 bonus crops per food unit. This is particularly nice for settlements you take over in Nuka World, as the excess production can keep the lazy-as-♥♥♥♥ raiders fed.

Yeah, true... But I was referring to the OP's questions about crops needing fertiliser... Should have been a little more specific, it seems...
