mouse stuck in center of screen upon startup (windows 10)

So every once in a while, when I load fallout, the game opens under the steam window and my cursor is stuck in a small rectangle as if it's rubberbanded to the center of the screen. the only way I've been able to fix it is by restarting my pc and trying again.

I'm gonna check the cache, but if that doesn't work does anyone have any suggestions? Thanks

alt-tab (that is, hold down alt-tab to pop up your active windows and press it again to toggle between them until you're on the Fallout 4 window) to the Fallout 4 screen. Something happened to switch the logical pointer at load to a different screen.
