a single player game should have 0 impact on downloads unless you got no space on your hard drive

Well hypothetically you could install the game files to your phone (a 30GB download w/o DLCs) and transfer them via USB to your computer but I don't know if Steam would sync the files...

It did, it always aborted other downloads and set it self to the top.

Need to use the steam client, It also authenticates your download using salted hashes being represented by your steam user and password and you'd be unable to access the steam download otherwise.

Hmm. You could potentially get the game files, you just wouldn't be able to run them via Steam

Also steam wont download the game on a phone anyway, you would still need to use a pc.

But you could download it on one computer and move the files over to your phone (or any other removable storage, like a SD card or USB drive)

Steam hosts its games files from akami, they use authentication for the download server so you wouldn't be able to regardless.
