Report a translation problem
I've already built a path up to the top of the cliff over to the right side, but I'll be more direct with this one.

I don't think it's a bug really.
I'll try the fast travel thing. But if someone can let me know the console command to expand the border of this spot, I'd really appreciate it. Building a stair case would resolve this issue where they spawn, unless there is a console command to move the spawn point.
If there is a command to move the spawn point, I'd use that instead.
Now that you mention it, that bell usually does work. It's helped me locate settlers that were loafing around. I already have one set up and I'll use it to see if they come around.
But I did drop some stairs in my build to cut their return distance, since I'm fortressed up.
