Otherwise, you don't need the quitting time siren, farmers, scavengers, and non-bar vendors (bars have longer hours) will otherwise congregate around your bar at the end of the working day, before then heading to bed...
I'd also recommend the mod Build Your Own Pool (if you use mods) as it has a Sandboxing tile you can place, which causes Settlers to treat that area as if it was a bar...
I've been placing them in living and dining areas, so that your settlers spread out a little bit at the end of their shift, rather than having 20-30 Settlers hanging around the same bar...
