From wikipedia:
"Crepuscular rays /krᵻˈpʌskjᵿlər/ (also known as sunbeams, Angel lights[citation needed], Sun rays or God rays), in atmospheric optics, are rays of sunlight that appear to radiate from the point in the sky where the sun is located. These rays, which stream through gaps in clouds (particularly stratocumulus) or between other objects, are columns of sunlit air separated by darker cloud-shadowed regions. Despite seeming to converge at a point, the rays are in fact near-parallel shafts of sunlight, and their apparent convergence is a perspective effect (similar, for example, to the way that parallel railway lines seem to converge at a point in the distance)."

It's just some fancy way to recreate sunlight in games, and it's pretty resource heavy.

I explained myself badly, I know what effect it, but I read around that this effect (not fixato by Bethesda) from problems.

Example:

This guy say GodRays provoke problems but i don't understand the problem (becuz i'm not English).

It's just an effect that makes sunlight look realistic, but it's very heavy for your PC and can cause low FPS or crashed on Underpowered PC'S.

And why this guy say "problem silhouette of the character pixellated something like that".

The pixelation exists on medium and low resolutions due to the size of the light textures being created; otherwise, any higher quality, it's big enough to where there won't be pixelation from condensed textures.
This mostly happened in earlier patches, but It's gotten..slightly? better? but only slightly

Sorry, but i'm really stupid for this things, when you say "The pixelation exists on medium and low resolutions" what you mean (resolution monitor?)?

What option is better for not meet this problem? GodRays on Medium or Low?

EDIT: I find this too: http://www.nexusmods.com/fallout4/mods/15211/?

High or Ultra quality, there's also mods to fix it like that one.

If you put it on lower settings you will start to see little blocks around things, so it's smart to turn God rays of then.
