Ironically, I would say that Jared (who leads the raiders at the Corvega assembly plant) has the right idea about what's going on. You do need chems to trigger the Sight, but you also have to have an inborn ability for it.

Lorenzo's crown doesn't look all that much like Mama Murph's earrings (there are vague similarities in the appearance of some materials, combined with plenty of differences), and Lorenzo also has wildly different abilities to Mama Murphy. They might both have psychic powers, but they're not powers of the same type or origin.

I'd say they are beyond what a mere cold-reading carnival psychic can produce. IIRC she knows Shaun's name without it being told to her.

The comparison is really stretching. But you don't need alien artifacts to explain it. Psychics were in prior Fallout games. It's part of the lore. Probably a mutation of sorts.
