Sounds like maybe there's a bug in the dialog assignment tree. I will try confirming later tonight.
Pretty sure Hargraves is the exception to all the rules though.
There is also a bug, wait until she sits down first then talk to her.
Could you share if this got fixed by itself with time, or did you do something? Cause upon closer inspection I found out this is true for all level 4 settlers in my game. Did not realize this cause she is the only one I care about - I want to be able to get many minutemen uniforms :D
My charisma is maxed out, and I have 30 settlers in Sactuary alone (used a bug/method where you can assign a provisioner passing through from another settlement a job in the current one and they automatically move there).
