If you set it to off in the launcher it should set the value to 0.
Otherwise:
Go to Documents/My Games/Fallout 4/
Open Fallout4Prefs.ini
Find: bVolumetricLighting
Make sure it reads:
bVolumetricLighting=0
Save

If you aren't overclocking, why have you disable turbo core? You don't like free performance?

I don't play demanding games or im those type who prefer fps over quality like UT99 quake 3 days. I overclock to 4.5ghz once in a blue moon to render vhs tapes to dvd's that's about it. keeps my gaming sessions around 20-33C
